INAIL Data Extraction

Consult the official INAIL data for up-to-date information on agency work. This database, updated quarterly, provides key indicators relating to this type of worker.

INAIL Data Details

System integrated with the Ebitemp database

This quarterly database provides information on total net employment, net Italian employees, full-time equivalent employees, total hires and new hires, i.e. those who enter the INAIL archives for the first time as agency workers, broken down by ATECO (2002) and by territory, down to provincial level.

Employed persons: Information on employed persons is presented in two distinct ways: the number of net employed persons and the number of full-time equivalent (FTE) employed persons.

Net Employed

Net employed persons are the people, counted only once, who worked at least one day in the reference period (year, quarter). In the case of workers with multiple employment relationships in the period considered for the attribution of company characteristics (economic sector, company size, etc.), reference is made to the first employment relationship in the period.

New Hires

As part of net employment, new hires are shown, i.e. those who, in the reference period, become part of the INAIL‑insured population for the first time.

Hires

Total hires refer to the number of employment contracts opened in the reference period.

Full-Time Equivalent Employed

The number of these is obtained by dividing the number of days actually worked by the average number of days that can be worked by a theoretical worker in the period considered (252 days in the year, 63 days in the quarter). It corresponds to the number of workers employed in the year or in the reference quarter, assuming that everyone worked a full year or a full quarter. The number of days actually worked is obtained by subtracting from each period worked the portion of weekly rest days and holidays due in the period: in practice, for each period worked, only 70% of it is taken into account (to be precise, 69.04109%). If the ratio of days worked to average workable days exceeds one (this may occur if the period overlaps), the period worked is in any case normalised to one.

Important Notice

The INAIL‑provided data on employment in agency work will become available again between March and April 2026. The new data release will start with figures from the first quarter of 2024.
